Providing technical expertise in facilities management, planning, construction, and operations and maintenance.Successfully working with senior managers at Stockpile Experimentation & Operations, O&I, Mission Assurance and Safety, Emergency Management Safeguards and Security, Nuclear Operations Directorate, Enterprise Services, NFO, and the NNSA.Development and implementation of an Institutional Planning model that effectively integrates the identification, prioritization, programming and planning of Institutional Facilities Modernization Investments and NA-50 Program initiatives.Must be knowledgeable in regard to strategies and mechanisms to effectively integrate program requirements across both Direct and Indirect funding sources to balance priorities and ensure proper and effective execution and implementation of modernization objectives.Several of these initiatives are functionally dependent on one another for specific data and will require close coordination with Operations and Infrastructure (O&I) and management to ensure accurate data is reported at the Mission Support and Test Services, LLC (MSTS), Nevada Field Office (NFO) and NNSA levels respectively.Use CRISP processes to help define, sustain, and manage the overall real property and infrastructure at the NNSS.Use the MDI score to assist in making risk-informed investment decisions by distributing risk, and therefore priorities, for NNSS' portfolio, engage with the new Nevada National Security Administration (NNSA) MAP process and provide an impacts analysis and an overall implementation strategy for the NNSS.Lead the implementation of BUILDER SMS for NNSS to predict facility and component conditions, prioritize maintenance work, and support analysis of diverse spending scenarios.Must have the ability to directly engage and integrate with NA-50, NFO, and MSTS organizational leadership in a dynamic, proactive manner.Hold responsibility for management and implementation of key NA-50 modernization and integration initiatives including: Streamlined Project Execution, Acquisition, and Recapitalization (SPEAR), Standard Acquisition and Recapitalization (STAR) and ProtoSTAR, BUILDER Sustainment Management System (SMS), Mission Dependency Index (MDI), Master Asset Plan (MAP), Safety Analytics Forecasting & Evaluation Reporting, Core Risk-Informed Strategic Planning (CRISP) Team, G2 System, Area Planning, Balance of Plant Operations, Northwest Las Vegas Planning, and Institutional Space Management.Serve as the EIP Program Manager for NA-50 New Building Program and Asset Management Program (RAMP/CHAMP).The Manager II is responsible for all aspects of Program Integration, Management, Planning, Programming, Budgeting and Execution Oversight supporting NNSS Support Infrastructure Modernization Programs, Projects and Initiatives.
